After leading another unsuccessful revolt in 1895, Wilcox went on to establish himself as the paramount leader of the Hawaiians after the Hawaiian Islands were annexed to the United States in 1898. His position was so strong that in the organization of the new territorial government he was certain to gain an important office, and indeed he was elected as the territory's first delegate to Congress. His career had reached its peak, but it was not to last very long. Defeated for reelection, Wilcox saw his influence rapidly decline, and the last year of his life before his death in 1903 was filled with frustration and bitterness.
