After leading another unsuccessful revolt in 1895, Wilcox went on to establish himself as the paramount leader of the Hawaiians after the Hawaiian Islands were annexed to the United States in 1898. His position was so strong that in the organization of the new territorial government he was certain to gain an important office, and indeed he was elected as the territory's first delegate to Congress. His career had reached its peak, but it was not to last very long. Defeated for reelection, Wilcox saw his influence rapidly decline, and the last year of his life before his death in 1903 was filled with frustration and bitterness.

Within an hour the members of the cabinet were dismayed to receive word from the palace that the king required their resignations. In the late afternoon the palace announced that Kalakaua had appointed a new cabinet, to consist of John E. Bush as minister of the interior, Reverend M. Kuaea as minister of finance, W. C. Jones as attorney general, and Celso C. Moreno as minister of foreign affairs and premier. Page 21 Anger exploded in Honolulu. Wilcox in Italy In the events following the dismissal of Moreno, Wilcox had played a much more prominent role than he had in the legislative session, and his efforts on behalf of Moreno brought him to the attention of Kalakaua and assured him royal favor. 36The law was faulty in many respects, not the least of which was a lack of mention of educational qualifications on the part of those selected and of any statement as to which agency or official should do the selecting. As such, the law could operate as a vehicle for the king to reward loyal service by choosing supporters or their offspring.
